I have the same problem and you cannot wash that crud off! I think you have to be vigilent and wash it every day in order to prevent in the first place.
I have used scissors to cut that hair off just below they eye when it has become crusted and stuck together, but highly recommend using blunt ended scissors. They still cut very well and you dont want to get your baby in the eye.
