He may not have acted up with the vet due to a foreign environment and stimulation overload.
Try having your brother go out with you on walks where the dog is somewhat distracted by all the stuff going on around. Have him do the "treating".
Also, depending on where your little one sleeps, you could have your brother sleep with a little blanket and then put that in the dog's crate, thereby associating his "scent" with a place that he enjoys and likes.
