That's what I was going to say.

I don't think one's income has any connection to how the dog is treated. So long as the dog can be provided for, especially in regards to any medical issues or needed treatment, including emergencies. IMO, one needs to have some money set aside for 'what ifs'. Other than that, I don't think it matters.
