Income level and the ability to provide for the basic care of a pet is only one contributing factor. An additional concern is the family prepared to provide and give the proper care for the emotional needs of a pet, especially a canine.

I don't think income level has anything to do with having a pet, I look into their hearts and their love for the animal.
