I think any income level has the POTENTIAL to be a good, caring, pet owner. BUT -- I have had times when I knew I could not provide in an emergency so I waited to get my yorkies until I could afford to care for them properly. It is selfish to go ahead and get a Yorkie (or any animal) when you are not in a position to care for them properly.

Now, if they can pay for insurance, get a pet credit care card, then they are showing responsibility and should follow their heart if they can afford to buy a yorkie. But if they are living from payday to payday with no money set aside for emergency and no other means to provide vet care if it is needed, then no -- I do not think they should get a yorkie. They should get a much less expensive pet until they can afford the necessities. No one likes anyone else telling them what to do. But a truly responsible person who DOES put their pets first, will make the right decsion and NOT get one until they are able to provide what they need.
