I think as long as the person can afford to feed, and provide all the neccessities they can be fantastic owners. I'm in the military so I know about being "low-income" I technically only pull in 30k a year (if that), but that being said, I have a savings plan for myself and both of my pets, just to be prepared for the unexpected. It's terrible when someone is unable to provide a necessary surgery and the pet goes without it and dies years before their time.
