Its knowing your priorities which make a good pet owner in my eyes.
You could have someone who was rich but spent all of there money on designer shoes and handbags and nothing on there dog.
Or you could get people who spend everything they (even if its not much) have on their dogs.
If you really care about your dog then you will make sure they are well looked after.
Well its all in how you look at it. People in my neighborhood cant afford expensive food and they go to our local spay and neuter clinic for spay/neuters and shots. They dont have their pets outside and they are considered part of the family and are a priority. They just dont have the same resorces as an upper income family but I think everyone regardless of income deserves a pet if they can find the means to take care of it even if their means may bed different from someone with a higher income
