Ebay seems like a bidding thing to me. I don't associate it with buying a dog. But I'm not that familiar with it. Yeah, if they were local, ebay is just another mechanism for sellers, thus you could meet the dog. I would want to meet the dog and interact with it a couple times before buying it. I would never buy a dog online and have it shipped to me. But others would, it's all in your preference.
In my area all breeders advertise in the paper. Good dogs, even bad dogs I suppose, just have to check them out. When you live in a small area (many small to medium size towns over a couple hundred mile radius (three state triangle), there are new people coming in all the time and only so many (yorkies) to sell thus the word needs to get out some way. They have something to sell --- the newspaper is a natural extension of sellers. Some people sell by website, some by word of mouth, some leave their business cards on bulletin boards, selling is selling. One is generally not better over another...just what's the norm for your area. It's the breeder and dog you need to check out, not their method of advertising. Not everyone (in a small area) is going to have a "wait list" of people.
