If you are rewarding him for peeing in the "right" place he could have figured out that peeing gets a reward... Not sure how to fix that cause you still want them to pee in the right spot. What about trying a grid system, pee pads smell so that dogs know to pee there, maybe trying a different system would eliminate the urge to go.. I've posted a thread about grid training... have a look at it, it may help.
