If he really wants to walk, I'd go with boots. You can get him used to them by putting one on and letting him get used to that for a few days, then start putting two on, etc.
Make sure you get a boot that has a really good fit.
I have all kinds of rough weather gear for Thor, but his philosophy is: if you can't go nude, don't go at all. I live in SF and we have a long rainy season. I tried all different kinds of rain coats and booties, but he just looks sooooooo sad when I make him go out in the rain. He hangs his head and shuffles along like a mummy.
