Pictures are made of tiny pixels, and when you decrease the size of the picture you also reduce the size of the pixels. However, in addition to reducing the size of the pixels, you are also reducing the number of pixels when you make a picture smaller. When you enlarge the picture, you're making the pixels bigger again, but you are not adding to the quantity of pixels, so you just get a blur.
