A reputable breeder would not sell via a broker or pet store.
If you are buying a dog or puppy, you want to buy directly from a reputable breeder you know will stand behind their dogs and be there to guide you/advise you if something goes wrong.
When you buy through a third party such as a broker or pet store, who is responsible for guarantees and who would you contact if a problem comes up? That is one way for a breeder to just sell and dodge responsibility.
That being said, you still have to be careful in your search for someone reputable. Contracts are only as good as both parties involved.
