I am currently going through the same thing! Lola does fine in her playpen using the pee pads, but when she is out...watch out! If she is near the paper she will use it but obviously doens't want to walk to far out of her way. Try using a couple of pads in the room she is in, but I don't think free rein in the house will work this young.
