Could it be skin allergies? My Westie has bad skin allergies and can end up with skin infections if he scratches too much. He has both seasonal allergies and food allergies; he's doing well on Blue Buffalo Wilderness version - Duck.
We also give him the occasional OTC Claritin or Zyrtek and use a skin soothing cortisone shampoo.
He has been on antibiotics and a medicated shampoo when his skin got really bad.
