I would not want to go too low as you want the person to have a reasonable investment in him, see him as having value, and show some financial ability. Maybe $250 plus vet fee? I would not go below $250 total for sure. I might also include showing a paid up Pet Insurance policy if you feel finances might be a question mark. JMO and not one from experience. Not sure what the "going rate" might be.
