OMG that is so infuriating that they could watch the dog get to that point and just act like its normal. These people cannot own animals and I REALLY hope you or someone can find away to get the Shi-zu away from them too. I am sure it is in just as much danger the second it barks or chews something.
If your animal control would ignore the pictures of that Beagle there is something very very wrong with the law enforcement there.
