I've never flown with Jackson yet and this is one of the reasons I'm afraid to (plus he's 15lbs) but yes, from what I've read, they must stay UNDER your seat and IN their carrier. I've heard it all depends on the staff that day- some don't care, others WILL enforce the rules.
