This sounds pretty compulsive and I would seek a vet's input on your situation. Here is an article to read: What Should You Do About Your Dog?s Excessive Licking? : The Dog Trainer :: Quick and Dirty Tips but I really think when they are licking to that extent, you need to involve your vet. Poor Abby! That is sort of the relationshipo my male yorkie Ben has with Candy (my Jack Russell). She will always give in to him. If he wants what she has, she lets him have it. I always feel sorry for her, she is too good natured for her own good.

I don't know why your Yorkie is doing this, it could be showing deference, boredom, or any number of things. Pls read through the article so you have some questions in mind for your vet and then go se him.
