Shelters are very stressful to animals and they will begin to take on and show signs of xenophobic behavior from the others animals around them.
The little girl was probably very scared being in the shelter. When dogs are scared, they are not going to act like how they would in a safe, loving environment. I can't believe that 2 yorkie puppies are still at the shelter. I hope that a yorkie rescue will take them so they don't end up in the wrong hands.
