I just had to log back in b/c I can not stop thinking about this situation. In your original post you mentioned they just got a
puppy... I think that you should still turn these people in again even if nothing was done last time! Somebody needs to rescue that puppy too. Anyone who will allow a pet to be in the type of condition that is shown in the photos you took has no business having any other animals. Can't the SPCA help??? If you get the stating that they turned Rosie over to you, then take that and the photos you have of Rosie and turn them in. I don't know... I can't really think but I fear for that little one who is still going to be relying on them for his/her life.
