If you can get a finger in his mouth you can try using dental wipes instead of a tooth brush and paste. these Davis' ones are great

or, have you tried using gauze and toothpaste to brush his teeth?
getting his teeth brushed by teh groomer twice a month really isn't going to do anything. imagine if you brushed your teeth twice a month. LOL
also, remember, no matter how well you take care of their teeth, genetics also plays a big role.
