They aren't used to the collar because they have never worn one before so it takes time just make sure its not so loose that they can get there mouth stuck. Callie scratched at her collar a lot but now if its not on her for like a bath she cant wait to have it put back on, a few times she has even brought it to me to put back on. When you walk your yorkie remember you should never hook the leash to the collar but use a harness. Callie never had a problem with clothes she even puts her own head and legs in so I'm not sure what to tell you about the clothes, maybe put a shirt on her and then give her a treat.
