I think you really need to say, "Ouch" really hard and move away. If she tries to continue, say, "No" very sternly (like you mean it).
She was taken away from mommy too young. You are aware of that, but you're going to have to do this and be patient. Perhaps wear shoes until she's a bit older, too. She's wanting to play when she does that. She still has her baby teeth, so they are exceptionally sharp. I would replace toys with something she can chew on, such as a bully stick.
