Hi Jenna, unfortunately I have no clue. Mine have never had any symptoms like that. I would guess chapped or an old frostbite injury that's sensitive too the cold, but that's only a wild guess.
You'd think your vet would have seen that, though.
Sorry, I'll poke around the Web and see if I can find anything. Please let me know how it goes! Any chance you can contact previous owner or their vet to see if it's something they've dealt with in past?
