I've never had a problem transitioning my dogs from potty pads to outside. The beauty of potty pads is that if you travel with your dogs you can lay down a pad anywhere and they'll go.
In answer to your question. I use all of the above. A large crate for them to sleep in, an x-pen when I'm unable to give them full attention, with a small crate in the x-pen where they can retreat to. Soft crages are great for travel.
