I want to start off telling you that I support you wholeheartedly and wish all unethical breeders could be shut down. But I also want to be realistic -- you need more than what you have told us to get any attention from authorities.

However, Collapsed Trachea is only possibly hereditary and can definately come from injury too. Here is what the books wind up saying that will help your case partially, "The cartilage defect that leads to the flattened C rings seems to be hereditary." Seems to be hereditary is not really strongly worded enough. But your pup had it immediately upon arrival, so maybe you could say it does not matter if it is hereditary or injury -- she had it when put on the plane.
Guessing what conditions the puppies lived in, is not going to be enough either. /you have to report only what you know to be true to get an investigation going. They have VERY limited people to investigate, and they are going to send them where they have specific abuse witnessed. Get your vet to write as much as he can about the condition of your puppy at the time of the first appointment. If he can document that your pup wsa not helathy enough to travel and be rehomed, that is a start. Do you have a health guarantee? Is the breeder refusing to honor it? I am unclear what you have asked her for and what her response has been.
To be truthful, what you have written here, won't get her shut down. You need more. Put the word out and try to find other owners of her pups. If you find a significant number of them with health problems in their pups, that may help your case. Do you know anyone who has seen the operation? Thta is all important. I don't think you will get much action without eye witness to problems. I do wish you well though! |
