Give it some time. You have just started her on a new schedule, worked on potty outside, now using pads.

It takes time to train a pup to do these kind of things. You must be consistent in your training, and imo, you will better results focusing on one potty spot for now: outside or inside pads.

Remember, she is a baby and it will take time. Housebreaking is usually one of the hardest things people have trouble with.
