I use and extra soft childrens toothbrush with poultry flavored dog toothpaste. For difficult dogs I like the teeth cleaning pads (target sells them pet section)I do however rinse the pads off because the cleaning solution is strong smelling and they don't like the smell. I like those because you can wrap them around your index finger, they are soft, and my dog was more accepting of this method. Just put the dog toothpaste right on the pad. You may be able to slowly get your use to teeth cleaning that way. I found the dog toothbrushes and finger tip cleaners were to big and the bristles to hard for their little mouths too.
