Has your pup has all of its needles? at 10 weeks old in the UK they should have had all of there needles but I understand that you have more then 2 rounds of shots over there yes?
At ten weeks old your pup is VERY young, you cant really expect much until he is a little older.
At the moment your pup has no idea what he is outside for.
You need to put him on a lead so he cant run around and play, he is there to go potty and you have to teach him that.
Once he knows why he is outside you can remove the lead.
Give him a command such as "go potty" and use this command everytime your pup goes, he will begin to realise what this command means.
When he DOES go outside praise praise praise!! and maybe give him a treat.. house training can be frustrating at times, but be patient he WILL learn! Good luck.
