As YorkieZoo suggested you need to teach Scooter what "No" means. I taught Sophie Kate no by clapping my hands together loudly and saying "No" in a stern voice. She now knows what No means without the claps.
Sophie Kate was a pants biter also, for the first two months I owned her I would end up hopping around the bedroom with one leg in my pants and the other in her mouth-- pulling.
