With a 'new' older Yorkie, I'd take her out every two hours, and walk her till she poops, then give her a treat and a ton of praise. Give her time on the walk and turn your back, so you're not looking at her. She has to poop outside and you have to reward her to show her what she did is good. If that doesn't happen, she's not going to 'get' it.

Also, you have to ignore any accidents in the house... just clean it up.
