Okay what will help a bit, is get some scrunchies, and band up her hair prior to putting on the coat. And if you can get a silk wrapping jacket, put that on first then the coat. Immediately take off coat when indoors, unwrap, and use a good grooming spray, brush coat out working from tips to roots, by small sections at a time.
If the mats are bad right now, get PEK by ISB and soak mats in it prior to trying to remove them.
