Try an Easy Walk Harness or a Gentle Leader, both by Premier.

You can also take treats and teach him that there is no pulling or you stop. Just go out and walk with him, if he pulls STOP or change directions. Teach him to watch you and give him treats when he does it well.

Also, I find that mine only pull the first block or so of the walk. If I pick up the pace even slightly (not even to a run), they stop pulling. They just want to walk faster than I do Since it's *their* walk, I give in, and by block 2 they are happy to stroll along at a slower pace So maybe try running him around a little bit and tire him out first.
