I was thinking the same thing, maybe it was the coat that was making her scared...something a little less bulky may just be the answer you're looking for.

By the way, Winston wears nothing to go outside, and believe me when I say he has no problem going potty outside, even in the cold Illinois winters. Now the snow can some times stop him though...especially when it's deeper then he is tall...LOL...
