What kind of treat are you using?

I agree with YorkieUSA, don't move the pad. I use one pad in the bathroom, and that's it. That's all I ever used since he was pad trained (granted he was 1.5 years old and quiet stubborn) and now he knows to come and "ask" for a clean pad (if I'm not quick enough to change it) or to ask for the pad to be put back down.

What you can do to make it easier for her to "get it right" is make a bigger potty area. Instead of one pad use two, or three. Once she's consistent, start reducing the potty area until you are left with one pad.

As far as whining goes, if she has everything she needs in her pen, it really could be loneliness and boredom. You can buy her a companion. There are these stuffed animals that they make for puppies so they won't feel lonely. They have a heartbeat and sometimes a heating pad, so it's like they have a litter mate to keep them company.
