I wouldn't move the pad around. Being consistent is more important than just about anything you do. The lack of consistency is what messes up most potty training. People think if this doesn't work, then let's try this! What happens is you end up with a confused puppy.

Are you strictly pad training and not taking her outside?

Pad training can be more difficult. Just be consistent. Put her on the pad and tell her to go potty or whatever you say. Just go about your business. After she has gone, make a really big deal of it and tell her she's a good girl. Act like it's the best thing that ever happened and sooner or later she'll associate her pottying to praise.
