Did you purchase your baby from a pet store? I used to live in Pismo Beach and know there are several 'boutique' type pet stores in that area that can be pretty misleading. (I actually almost bought from one before I got my first maltese - I still can't believe that!)
As far as suing, not sure what legal standing you have. If you were hoping for CKC papers so you could breed your baby and have the puppies registered with CKC, I'll just say that you do not want to breed this pup. Coming from a puppy mill, you have no way of knowing the genetic background, which could be a horror story and you do not want to pass it along to a puppy buyer.
There is a show November 20-21st in Paso Robles, you should come watch! There is usually a significant yorkie entry. I'll be there showing maltese (or my 11 yr old daughter will)
