When I got my first Yorkie, and did not know any better, I fed him Science Diet, because that is what the breeder and the vet told me to feed him. Around 6 months, he rubbed and rubbed on the sofa til he broke the hair off down his back to probably 1/4 of an inch. The vet said add fish oil to his food, but around that time I discovered Dogster, and learned I should probably switch to a grain-free food. I switched to Merrick (but now feed Wellness), and he has never done that again. I just wanted to mention this, because diet could play a part in your baby's rashes and whelps....as for the other part, I would get an x-pen or make a dog run where she could have a safe place outside, in addition to supervised walks
