Default Is your fur baby NOT allowed outside?

I was wondering because of skin allergies or other problems if your Yorkie is not allowed outside other than to ride in the car. She already uses pee pads indoors so that's not an issue. I have been having alot of trouble with rashes and itching. Then last night she had big quarter size whelps on her back. I'm thinking about not letting Chloe go out because she gets into so much. Last week alone she ate turkey poop, a couple tiny bites of a buckeye which scared us to death but vet said she didn't eat enough to harm her but still she had abnormal heartbeat from just a couple bites. She ate a mouse and carried another in her mouth yesterday. She also digs in the dirt and eats who knows what. I ordered her an agility dog tunnel a couple days ago for exercise. I'm getting so frustrated with watching her itch, we may have to do allergy testing to find the allergen. I hate to do that to her, though. Does your baby get into that much outside?
