Most puppies are born black and tan, and the color of "blue" doesn't show up until they lose their puppy coat, around 6-8 months but it varies. If it stays pure black, they are more likely to have a cotton coat. By the way, it's really not a blue, it looks almost black, but it has a metallic type of sheen to it, and is sometimes referred to as gunmetal grey. It's the most fascinating color I've ever seen because it seems to change depending on the light. There's no white in it, but it can look silvery at times. The "blue" is the more desired coat.

There is a condition known as blue born, which is another matter, and the dogs are born greyish looking, this can be a serious disorder and the breeding pair should be spayed and neutered. How old are your puppies? Perhaps a picture would help.
