Don't the sellers of the pup have to sign the registration papers?
Some breeders will only sell on a limited registration, some sell without registration papers for their "pet quality" pups.
Someone more experienced will probably be along to answer, but I would think that DNA testing wouldn't be enough to register a pup with AKC. Otherwise there would be nothing to stop the new owner from registering a pup that was purposely sold without registration papers or limited registration to register the pup.
