I've lived in England, with lots of dogs, all my life.
There are lots of regulations these days.

There is still sometimes 6 months quarantine on entry.
And not all of the North is that dog friendly, I know as I live there too, but not in Northumberland. I've visited Northumberland & agree it's better than some places but you still can't take them in places like the gardens at Annick Castle.

The Lake District & north Lancs, my areas, are better than some but you still can't take dogs in most shops or any restaurants, though some pubs, not all, are more accomodating.
I agree about the resturants, you cannot take an animal in a resturant here as its seen as unhygenic.
Shops I find have been okay aslong as Poppy is in her carrier, I doubt I would be allowed to walk her in.
Certain pubs are okay with you taking your dog inside, usually old village pubs that dont serve food.
