I know nothing first hand about this breeder, but just looking at the website, there are waaayyy too many red flags. Breeders should not be trying to breed for flatter "hello kitty" faces. That opens the door for all kinds of health issues. In addition, reputable breeders do not purposely try to produce extremely small dogs. And the females they are breeding are way too small to be bred in the first place.
IMO, this breeder exhibits many of the qualities one should go out of their way to AVOID!
