collars are acceptable forms of id, tags, ur supposed to id your dog but it does not have to be micro chipping so an every day collar and tag is fine
if you have 20 or more dogs you are required to have good identification and can CHOOSE to microchip and they have scanners to confirm the chips when they visit |
# of dogs has no bearing, I know breeders that have no more than 6 breeding dogs. If you are breeding the requirements are the same, a permanent, nonremovable id on the dog, info on crate and all paper work in order; Breeding dates, whelping dates, who you sold your pups to, DNA info, shot info.......
