He's probably fine, though I would keep an eye on him. My yorkie does the same thing after I give her a bath, she gets wet, or anything involving liquids on her body.
She's just squirmy like that. However, I would stick with the under 10lbs Advantage pack if your dog is just at 10. The amount of medicine in the liquid gets higher as you go, so I personally pick the smaller dose for my dog, as I'm a worrisome doggy mama. :P
