If you don't choose to crate train (although I found it pretty effective), I would use a small area like a bathroom or a washer and dryer room to start out. If you give a puppy too much free run of the house, they will find a spot to eliminate, all over the house. If they are faced with their mess, they will be more apt to try to hold it if that makes sense.
