While we all agree that too many dogs and cats are PTS annually, I think the figure you give (more than 12 million) is way off base. The number I commonly see is 3-4 million.
I did find one source that gives the # you gave, but the 12 million # is for animals entering shelters, not those euthanized. Here's the link...
