i dont think the advise can get much better... this is Almost exactly the same as i was told to do with walking my 'twins' together- any time they start acting up (whining, barking, pulling) stop immediately, correct and then ignore them until they correct the behaviour, then continue on the journey...
so far its proving to be a pretty impressive strategy for me, so hopfully it will work with your boy!
