I'm sorry, I didnt' see your message until now.
I use Paint to resize the photos. It is very easy to do, I don't go by kilobyts, my originals are extra fine JPEG and really huge, so I resize using percentages. Most of them for this forum I resize to 22% and it works fine. If you give me an idea of your original photosize, I can tell you what would work for you
