First unless this dog is in a high premiere care emergency hospital that vet bill is outrageous. And even then, did they keep you apprised of what the costs of this and that medical procedure was before entering into them.
Get a lawyer now!. Let him advise you of your rights. For example did you give Fully Informed Consent to this procedure? Did the vet, go over the risks of putting any small breed dog under anaesthisa? Not just merely push in front of you a bunch of forms to sign.
Did the vet as is protocol for toy breeds, recommend to you pre op blood work and did you say no?
Beyond this, in terms of raising money for help with vet bills, I'm so sorry that I don't know if there is anything available in the US.
